Current Rules:
Section E(2)(c) INTERNATIONAL PLAYERS
If an International Player coming into MLB receives a MLB contract in real life and that player is 26 or OVER he will receive an MLB contract in the show. If the players does not have an MLB contract OR is under the age of 26 the player can receive an AAS offer.
Section H
Players eligible are the current years MLB draft crop and J2 signings. J2 players must be 21 or under and all players must be signed to an MLB team. The date of the draft will come after the real life signing deadline.

Section E(2)(c) International Players
An International Player is a player who is subject to MLB's policy on international signings, not drafted but signed, by MLB teams for the yearly period of January 15 through December 15. If the international players is at least 22 years old AT THE TIME OF SIGNING with a MLB team, the player once signed by a MLB team is eligible for either: (a) a SHOW contract if signed to a major league contract or (b) an AAS contract if signed to a minor league contract. The International Player may be acquired in the applicable Free Agent process as set forth in Section E, with the required inclusion in the bid of an html link from a reputable website evidencing the date of the signing of the MLB contract with a team. e.g. www.mlb.com/player/shohei-ohtani-660271

Players eligible are the MLB First Year Player draft players pursuant to the MLB draft held around July of every year, who are actually signed by MLB teams, and International Players, as defined in Section E(2)(c), who are under the age of 22 AT THE TIME OF SIGNING with a MLB team. If neither the MLB First Year Player drafted or an International Player are signed by a MLB team by the date that our minor league draft commences, they are not eligible to be drafted. GRANDFATHER EXCEPTION: For any International Player who may have been drafted in a minor league draft prior to the implementation of the amended Section H, who was not actually signed by a MLB team, the player's rights will remain with the team who drafted the player.
